The Ministry of Home Affairs (MHA) has compulsorily retired Rinku Dugga, an Indian Administrative Service (IAS) officer of the 1994 batch, in public interest. The retirement was based on the grounds of alleged lack of integrity and ineffectiveness. Rinku Dugga belongs to the AGMUT cadre of the IAS and had been working in the Delhi government. The retirements of Dugga and her husband, Sanjay Khirwar, in connection with an incident involving the misuse of the Thyagraj stadium in Delhi, have been separate issues. While Khirwar has been transferred to Ladakh, the inquiry against Dugga is still ongoing. The orders to retire Dugga were issued under the provisions of Fundamental Rules 56(j)/(l), Rule 48 of Central Civil Services Pension Rules, 1972. It is worth noting that the government has the authority to retire officials prematurely in the public interest on grounds of lack of integrity and ineffectiveness.
