Veteran Intelligence Officer Vivek Johri to Take Over as NSA of Mauritius

Vivek Johri, an intelligence officer with extensive experience in India’s neighborhood and particularly in Nepal, is slated to become the new national security advisor (NSA) to Mauritius. This appointment is part of a historic agreement between the two countries. Johri will succeed Ilango, a former senior Indian intelligence officer.

Johri, known for his low-profile nature, is considered the ideal choice for Mauritius, especially given China’s increasing interests in the southern and western Indian Ocean Region. According to insiders, Indian NSAs who have previously served in Mauritius have played a significant role in maintaining stability and peace in the area. Additionally, India has always been the first to respond during times of crisis, such as the Covid-19 pandemic and the aftermath of the Wakashio oil spill.

India’s bilateral trade with Mauritius has been significant since 2005. In the fiscal year 2022-2023, the total trade volume amounted to $554.19 million, with India’s exports valued at $462.69 million and imports from Mauritius worth $91.50 million.

Over the period from 2000 to 2022, India received $161 billion in foreign direct investment (FDI) from Mauritius, accounting for 26% of the total FDI inflow into the country. The Double Taxation Avoidance Convention significantly contributed to this investment inflow. On February 22, 2021, India and Mauritius signed the Comprehensive Economic Cooperation and Partnership Agreement to further strengthen their economic ties.

India and Mauritius share a deep historical connection. Approximately 68% of the Mauritian population, including Prime Minister Pravind Jugnauth, is of Indian origin. India’s support has helped Mauritius enhance the capabilities of its security forces, restructure its defense apparatus, and strengthen the capacity of its National Coast Guard.

This appointment highlights the importance of India-Mauritius relations and signifies India’s continued commitment to the security and well-being of its neighbors. It also underscores India’s strategic role in the Indian Ocean Region and its efforts to maintain peace and stability in the area.
