Rail activists in Bengaluru have demanded the swift appointment of a full-time managing director (MD) for K-RIDE, the agency responsible for the implementation of the Bengaluru Suburban Rail Project (BSRP). They argue that without a dedicated MD, the project is progressing at a slow pace. Currently, Senior IAS officer Gaurav Gupta is serving as the in-charge MD, but activists believe that a full-time hands-on MD is necessary for efficient execution and timely completion of the project.
In August 2022, Gaurav Gupta was appointed in-charge MD of K-RIDE. He also holds the position of additional chief secretary and heads the energy and infrastructure departments. However, activists and experts argue that the project requires a full-time MD dedicated solely to the development of the suburban rail system in Bengaluru.
In September, K-RIDE issued a notification for filling the MD position. However, in October, the railway board objected to the notification, stating that the eligibility criteria did not align with the board’s guidelines. The board emphasized the appointment of technocrats with extensive experience in implementing, planning, designing, and executing railway-related infrastructure projects. The criteria outlined by K-RIDE allowed for the appointment of an IAS officer to the post, which caused objections from the railway board and ultimately led to the withdrawal of the notification.
Rail activist Rajkumar Dugar highlighted the need for a full-time MD, stating that the absence of one has resulted in delays and inefficiencies in project implementation. Currently, senior officials take on the responsibilities of the MD during the MD’s absence, further adding to the sluggish progress of the project. Out of the four planned corridors, only one is under construction, and the others have faced significant delays in tendering processes for rolling stock, signaling, and other essential components. Fast-tracking the development of these corridors is crucial for attracting external funding and ensuring timely completion.
Tejasvi Surya, the Member of Parliament for Bengaluru South, criticized the state government for the lack of action in reissuing the notification for the appointment of a new MD. Surya highlighted that after a month of the railway board’s objections, there has been no progress in resolving the issue. The minister responsible for K-RIDE, MB Patil, was unavailable for comments. However, official sources have indicated that the appointment of a new MD will be resolved soon.
The appointment of a full-time MD for K-RIDE is essential for streamlining the implementation of the Bengaluru Suburban Rail Project. Activists, experts, and officials agree that a dedicated MD will bring focus, efficiency, and coordination to the project, leading to timely completion of the remaining corridors. Additionally, a full-time MD is necessary for attracting external agencies and organizations to fund the project. The railway board’s objections to the initial notification have highlighted the need for aligning the eligibility criteria with the board’s guidelines. Resolving the issue promptly and appointing a capable MD will be crucial for the successful execution of the Bengaluru Suburban Rail Project.
