Bihar Govt Warns Newly Appointed Teachers of Strict Disciplinary Action if They Form Association

The Bihar government has issued a warning to newly appointed teachers that their appointments will be cancelled if they form an association or participate in any form of protest against the Education department’s policies. Around 1.20 lakh teachers who cleared the Bihar Public Service Commission recruitment exam received their provisional appointment letters on November 2. However, they have not been allotted postings yet and have not started teaching in schools. The government has noticed that some of these teachers have formed an association or become a part of it, and are criticizing the Education department’s policies. This is considered to be a grave misconduct under the Bihar Government Employees Conduct Rules-1976.

The Education Department has stated that it will initiate strict disciplinary action, including the cancellation of their provisional appointments, if the teachers are found guilty. The department has also reminded the teachers that as per the Code of Conduct of Bihar School Teachers Rules 2023, they should not form any kind of union or be a part of it. The government servants’ Code of Conduct 1976 applies to all school teachers. The department has sought an explanation from an office-bearer of the association, who is a newly recruited teacher.

The Bihar Education Minister, Chandrashekhar, was not available for comments. Raju Singh, the convener of TET Primary Teachers’ Association, has expressed support for the Education Department’s decision, stating that the newly recruited teachers, whose appointments are provisional in nature, cannot form or become part of an unregistered association. Singh also emphasized that while everyone has the right to express their views, it should be done in accordance with the provisions of the law and government employees conduct rules.

The Bihar Teachers Recruitment Exam 2023 was conducted by the Bihar Public Service Commission on August 24, 25, and 26, in offline mode. 1.20 lakh candidates cleared the examination for 1.70 lakh posts of teachers in the state. The appointment letter distribution events were held in Patna Gandhi Maidan as well as in every district of the state.
