In the upcoming winter session of Parliament, members of the Lok Sabha are poised to encounter the ‘Mahua Moitra effect.’ This involves the need to provide passwords and OTPs for the House portal or its app, file notices for questions in the House, submit travel bills, or access their official email, reported TOI. Following the Lok Sabha Ethics Committee’s criticism of TMC’s Mahua Moitra for sharing her official email password with an outsider, leading to concerns about the unauthorized uploading of questions against the Adani Group, access to the Digital Sansad portal and apps for MPs’ secretaries and personal assistants has reportedly been blocked. This restriction affects routine functions such as submitting questions, accessing emails, and submitting travel allowance (TA) bills. Lok Sabha members are now expected to handle their own digital parliamentary functions. But that could be a tall order, given the time and skill constraints of many members. ‘At best, the members can sit beside their assistants or secretaries, sharing the passwords and OTPs to get their work done. Most MPs are still using this ‘unofficial’ method to participate,’ a source told TOI. Since September 1, when Digital Sansad was introduced, members were permitted to grant access to their accounts for assistants or secretaries. This could be done by providing the Lok Sabha secretariat with the email IDs and phone numbers of the authorized personnel.
