A new phase in India’s defence ties with the Philippines commenced last week when the Indian Air Force handed the first batch of BrahMos supersonic cruise missiles to the Philippines. Manila had expressed its interest in acquiring the missiles in 2019, and a $375 million contract was signed in 2022 for the supply of three batteries of the shore-based, anti-ship variant of the BrahMos. Along with missile launchers, a radar, and a command-and-control centre, the pact also includes training and an integrated logistics support package.
This development is seen as a major boost for Delhi-Manila ties and showcases India’s aim to become a credible defence partner in Southeast Asia and the wider Indo-Pacific region. The delivery of BrahMos missiles also highlights India’s growing domestic defence manufacturing base, a significant aspect of the ‘Make in India’ programme.
The Philippines’ acquisition of BrahMos cruise missiles is crucial in countering Chinese expansionist claims in the West Philippine Sea, giving Manila stronger coastal defence capabilities. President Ferdinand Marcos Jr.’s administration is actively pursuing new partnerships to increase its strategic options, particularly in response to Chinese aggression. While the United States remains the primary security partner for the Philippines, Manila is broadening the ambit of its external partnerships.
India has been steadily expanding its role as a net security provider in the Indo-Pacific region. The country’s naval presence and defence cooperation agreements, including the delivery of BrahMos missiles, enhance India’s credibility as a significant player in the regional security calculus. Several regional nations are seeking alternatives to the dominance of China and the US, and India’s commitment to fostering a secure and prosperous Indo-Pacific region through joint exercises, capacity-building programmes, and humanitarian assistance missions make it an attractive partner.
The sale of BrahMos to Manila not only strengthens defence ties between India and the Philippines but also reflects the unique geopolitical equation between Delhi, Moscow, Washington, and Beijing. India’s defence exports have surged in recent years, propelled by the ‘Make in India’ initiative and the promotion of domestic defence production.
While the acquisition of BrahMos missiles by the Philippines is a significant milestone, it is not likely to resolve all of Manila’s defence challenges or dramatically alter India’s security profile in the region. However, it underscores India’s evolving defence priorities amidst a rapidly changing regional landscape.
