India plans to ask ONGC to consider rights issue to fund HPCL: Report

India plans to ask state-run Oil and Natural Gas Corp to consider launching a rights issue to help fund green projects at refining arm Hindustan Petroleum Corp, two sources said on condition of anonymity. The Indian government is exploring options for HPCL, including providing loans at preferential rates. The move comes after India’s finance minister announced a plan earlier this year to provide equity of 300 billion rupees ($3.6 billion) to aid big state oil refiners in transitioning towards cleaner energy. Meanwhile, other state refiners Indian Oil Corp and Bharat Petroleum Corp have also announced plans to launch rights issues.
