Punjab and Haryana HC Says ‘No’ to CBI Probe in Haryana IPS Officer Y Puran Kumar’s Suicide Case

In a dramatic decision, the Punjab and Haryana High Court on Wednesday rejected the demand to hand over the investigation of senior Haryana IPS officer Y Puran Kumar’s suicide to the Central Bureau of Investigation (CBI). The bench, led by Chief Justice Sheel Nagu, said, "There does not appear any unnecessary delay or laxity in the investigation of the case to date. In view of the above, no case for handing over the case to CBI is made out." This means the probe stays with the local police.
Why did the High Court say no? The Chief Justice added, "To satisfy the guidelines the apex court has directed to be adhered to while handing over investigation to an independent agency or not, unfortunately, there was no satisfactory answer to that from the petitioner." In simpler words, the petitioners couldn't prove why a CBI probe was needed.
The petition came from Navneet Kumar, a 43-year-old from Ludhiana, Punjab. He claimed no arrests had been made and no officer had joined the investigation team, hinting at a possible drag in the case. But the Union Territory of Chandigarh’s standing counsel explained that 14 people were named as accused and 22 witnesses had already been questioned. CCTV footages were secured and sent to the CFSL Chandigarh for further examination.
Senior advocate Amit Jhanji, speaking for the UT government, blasted the petition calling it "purely a publicity stunt." He declared, "The FIR was registered immediately after receiving the complaint. The next day, a SIT was constituted by the UT police. There is no delay on the part of the police in this matter."
The case has turned emotional and intense since Y Puran Kumar was found dead on October 7 in Chandigarh. In a chilling note believed to have been written by him, he alleged caste-based discrimination by some of his fellow officers. The case has since drawn public attention and sparked serious questions over police conduct and fairness.
After careful hearing, the court dismissed the plea, keeping the probe with local authorities. But with no arrests yet and a rising debate on what really happened to Y Puran Kumar, the case is far from over. How will justice unfold? Only time will tell.
