The Kerala State Information Commission has issued a firm warning to government offices that refuse to accept RTI (Right to Information) applications submitted on paper. State Information Commissioner K. M. Dileep said the Commission has received many complaints about offices insisting only on online applications and denying handwritten ones. Dr. Dileep spoke after a hearing at the Thrissur Collectorate on Saturday. He clarified that the RTI Act requires offices to accept applications submitted by writing, not just through online portals like K-SMART or RTI online. "If an applicant is unable to submit the request in writing, the Public Information Officer is legally required to assist them by preparing the written application," Dr. Dileep said. The Commission made this clear while hearing a complaint from Anto D. Ollukkaran, who said his paper RTI application was refused by an office. During the hearing chaired by Dr. Dileep, 49 appeals were resolved out of 53. Four appeals were postponed for later review. These appeals involved departments such as Local Self-Governments, Health, Police, Taxes, and Forests.
