FATF Report Mentions Role of 'States' as Terror Sponsors for the First Time

A Financial Action Task Force (FATF) report released this month emphasized the involvement of 'states' as terror sponsors. India's concerns about Pakistan's state-sponsored terrorism were echoed in the report. The FATF report highlighted how political and economic factors within states contribute to the cooperation between criminal elements and terrorist groups. Weak governance, systemic corruption, and high criminal activities enhance the risks associated with terror financing. The report also shed light on the extensive use of banking channels by terrorist organizations in Pakistan. Pakistan-based outfits like Lashkar-e-Taiba (LeT) and Jaish-e-Muhammed (JeM) were found to exploit non-profit organizations (NPOs) and gaming platforms for raising funds for terrorism. The report pointed out the establishment of fake NPOs for terror financing under the disguise of charitable causes. It also raised concerns about the growing trend of terror groups using gaming websites for their illicit activities.
