In a setback, Supreme Court denied relief to Goa govt's TCP department on the Section 17(2) matter and two ODPs. High Court had struck down rules of Section 17(2) & set aside ODPs for five villages. Construction activities paused until further court decision. Goa Foundation involved in appeals. Next hearing scheduled for Aug 26.
