IIT Kharagpur has implemented fines for students found drinking alcohol on campus and engaging in inappropriate drunken behavior off campus. The Madhya Pradesh High Court has held that disciplinary action cannot be taken against a government employee for uploading posts in a private WhatsApp group. The court observed that any message sent in a WhatsApp group is confined to the group members and cannot be considered as public. The court ruled that forwarding messages in a private WhatsApp group does not come under the conduct rules. The case involved an employee who was suspended and chargesheeted for forwarding an alleged objectionable political message.
