Karnataka Rolls Out Skill Development Policy 2025-32 with Rs 4,432 Crore to Power $1 Trillion Economy Dream

September 27, 2025

Bengaluru is buzzing with big plans as Karnataka’s cabinet approved the ambitious Karnataka State Skill Development Policy-2025-32. This sparkling new blueprint aims to make Karnataka a shining star for skilled talent, pushing the state towards its bold dream of becoming a $1 trillion economy within seven years. The policy comes with a hefty price tag of Rs 4,432 crore! Out of this, Rs 1,386 crore will come from external help, including funds from the Asian Development Bank, while Rs 410 crore will be raised through public-private partnerships. Law and Parliamentary Affairs Minister HK Patil shared during a press meet, “The policy aims to effectively use human resources and to equip youngsters with necessary skills for meaningful employment besides helping them explore entrepreneur opportunities.” The plan is not just about training; it’s about creating new doors for young talents and future business heroes! Crafted by the department of skill development, entrepreneurship & livelihood, the policy is tech-savvy at heart. It will use digital technologies and AI-driven tools to train, test, and guide young minds in their career journey with a single, united approach. What’s more, the policy focuses on global chances too, making it easier for workers to get worldwide certificates, migration help, and special training. Skill Development Minister Sharanprakash Patil explained the urgent need for this policy: “The absence of a policy framework meant skilling efforts were often fragmented across multiple departments. With growing demand for a skilled workforce, there was an urgent requirement to streamline and integrate initiatives under a common vision and strategy. The policy will address this gap, while also ensuring inclusivity, equity, and future readiness.” Clearly, the state wants everyone on board! Some eye-catching features include merging vocational education into schools, colleges, and universities through credit-based programs. Industry collaboration will get a major push through apprenticeships and ITI (Industrial Training Institutes) adoption. The plan also focuses on lifelong learning, reskilling, and upskilling to keep everyone future-ready. Special care will be taken for women, persons with disabilities, marginalized communities, urban poor, and informal workers to leave no one behind. Infrastructure upgrades are also on the table! Modernising ITIs, expanding Govt. Tool and Training Centres (GTTCs), and creating skilling hubs in urban and rural areas will give big boosts. To keep everything on track, the policy sets up a strong monitoring and evaluation system, dedicating 5% of scheme budgets for this purpose. All state skilling programs, including popular schemes like Kalike Jothege Kaushalya and Nanna Vrutti Nanna Ayke, will unite under the single umbrella scheme named MKKY 2.0. Karnataka’s roadmap for skills is clear and colorful—ready to pave the way for a skilled, empowered, and prosperous future!
