India May Revoke Passports of Goa Nightclub Owners After Deadly Fire
December 11, 2025
The Ministry of External Affairs (MEA) is considering revoking the passports of Gaurav Luthra and Saurabh Luthra, co-owners of a Goa nightclub where 25 people died in a fire on December 6. The request came from the Goa state government under the Passports Act of India. The Luthra brothers left for Phuket, Thailand, soon after the fire. An Interpol Blue Corner Notice has been issued against them. A Delhi court on December 10 denied them interim protection from arrest. Their lawyer argued that the trip was for business and they are only licensees, not owners of the nightclub. Meanwhile, five managers and staff have been arrested by Goa police in connection with the fire at 'Birch by Romeo Lane' nightclub in Arpora, about 25 km from Panaji. (With inputs from PTI)
