On December 11, 2025, the Enforcement Directorate (ED) searched around 40 locations across Maharashtra, Delhi, Kolkata, and Uttar Pradesh. This action is part of an investigation into a terror funding case tied to an ISIS-linked group, under probe by the National Investigation Agency (NIA). The raids covered homes of accused individuals, their families, associates, and related entities suspected of suspicious money transactions. The areas searched included Padgha-Borivali near Mumbai, Ratnagiri in Maharashtra, as well as sites in Delhi, Kolkata, and UP. NIA's charge sheets show the accused were part of a "highly radicalised ISIS-linked module." This group was involved in recruitment, training, buying weapons and explosives, and raising funds to support its operations. An official said, "Intelligence inputs were also received from ATS Mumbai, revealing illegal cutting, smuggling, and sale of khair (Kaith) wood, with the proceeds suspected to be used for supporting extremist activities." Earlier, in October 2024, ATS arrested five people for smuggling khair wood linked with terror funding. The probe focuses on Saquib Nachan, ex-national general secretary of the banned Students’ Islamic Movement of India (SIMI). He was the main conspirator accused of making youths pledge allegiance to ISIS and creating an "Al Sham"-style zone in Padgha enforcing sharia law. Nachan died in custody on June 28, 2025, due to a brain haemorrhage. The Delhi Police Special Cell also arrested three people in touch with Nachan and a foreign ISIS handler, Sultan Sikandar, who helped them gather explosive-making material. On December 9, 2023, the NIA had raided 42 sites in Pune and Padgha-Borivali, leading to 15 arrests, including eight linked to SIMI. Government records show their aim was to establish a Khilafat and an Islamic State under sharia rule. Seized items from these raids include a firearm, improvised explosive device, explosive materials, steel pellets, pipes, wires, a watch, batteries, and an electric weighing machine. These coordinated raids mark a strong push against terror financing and radical activities in India.
