On Friday, Rajya Sabha discussed a resolution by nominated MP Sudha Murty. She urged the government to amend the Constitution and add a new Article 21B. This article would guarantee free and compulsory early childhood care and education (ECCE) for children aged three to six years. It includes nutrition, health services, and pre-primary learning. Ms. Murty said, "Children are our future. They are the rising Sun. Their early education should benefit their life. Hence I request through you sir to our government to consider amending our Constitution to give fundamental right to education from six to 14 years to three to 14 years." The resolution also called for universal access to quality ECCE through stronger Anganwadi services. MPs from various parties backed the proposal. BJP MP Medha Vishram Kulkarni said more financial help is needed for urban Anganwadis to pay rent. Dravida Munnetra Kazhagam MP P. Wilson said, "Compulsory education cannot be confined to elementary levels alone. It must be progressively extended to cover all students up to class 12 ensuring continuity, equity and universal access to quality schooling." AAP member Swati Maliwal stressed that reforming Anganwadi services is "not optional but an imperative for the nation" as they are the only option for poor people. The discussion ended without a conclusion and will resume when private members' resolutions are next taken up.
