The Karnataka Health Department has introduced new rules for medical graduates under the Karnataka Compulsory Service by Candidates Completed Medical Courses Act, 2012. According to the circular dated December 10, candidates completing MBBS, postgraduate, or super-specialty courses in Karnataka will not get permanent registration until they complete mandatory government service. This rule overrides other Central and State medical registration laws. However, candidates can get temporary registration from the Karnataka Medical Council (KMC) during their compulsory service period. The KMC must grant this temporary registration as per the department’s instructions. Permanent registration will be given only after candidates either get an exemption, complete their service, or receive a no-objection certificate (NOC) from the Health Department. Out-of-State candidates must submit an affidavit promising to serve when required to get the NOC. Universities can issue Provisional Degree Certificates (PDCs) to such candidates without approval from the Health Department, but final degree certificates will obey the 2012 Act’s rules. Similarly, colleges can issue Course Completion Certificates without the Department’s clearance. These steps aim to streamline the registration and certification process while ensuring compulsory service rules are followed.
