On December 15, 2025, the Jammu & Kashmir Lieutenant Governor's administration terminated the services of 103 Fire and Emergency Services personnel. This action follows a detailed inquiry by the Anti-Corruption Bureau (ACB) into the 2022 recruitment process. The investigation uncovered "large-scale tampering in Optical Mark Recognition (OMR) sheets, fabricated scanned images of answer sheets and illegal manipulation of merit list." The ACB confirmed the manipulation of results favored 106 candidates who received marks far beyond their actual performance. The probe found "tampered digital evidence and criminal conspiracy." The order by Chandraker Bharti, Principal Secretary to the Government, stated: "It has been established beyond doubt that the appointments of these 106 candidates were obtained fraudulently, through criminal means and result-manipulation, rendering their appointments void ab initio." Since these appointments were fraudulently secured before joining service, these individuals do not qualify for protections under Article 311, which usually grants an opportunity to be heard before dismissal. Additionally, the Director of Fire and Emergency Services cancelled the appointments of three other candidates for not fulfilling mandatory requirements. This decisive step highlights the administration's zero-tolerance stance on corruption and manipulation in government recruitment processes.
