Kerala to Finalize Anti-Ragging Law Draft in 45 Days, High Court Hearing Set for Jan 6

The Kerala government told the High Court that it will finish drafting the law to stop ragging in educational institutions and hostels within 45 days. The Law department has sent the draft Bill to the General Administration department and also to the Chief Minister. The State Cabinet will decide on the draft, which will then go to the Legislative Assembly. The High Court scheduled the hearing for January 6.
Earlier, on October 30, the High Court ordered the government to complete all steps to table the Kerala Prohibition of Ragging (Amendment) Bill, 2025, in the Assembly within four weeks. This direction came after a public interest litigation filed by the Kerala Legal Services Authority (KeLSA), demanding stronger laws to end ragging. This followed a series of ragging incidents in Kerala, including a tragic case where a student died.
The draft Bill proposes creating anti-ragging committees, squads, and mentoring cells in all educational institutions. It also suggests setting up anti-ragging cells in all police stations. These measures aim to ensure tighter control and a safer environment for students.
