Supreme Court Urges EC to Consider Extending Voter Form Deadlines Amid SIR 2026

On December 18, 2025, the Supreme Court asked the Election Commission of India (ECI) to take a “sympathetic view” on requests to extend the submission deadline for voter forms under the Special Intensive Revision (SIR) 2026. This came with a call to consider the “ground realities” in states like Uttar Pradesh and Kerala.
Kerala’s deadline for submission was recently extended to December 18, with the draft voter list slated for December 23. Uttar Pradesh’s deadline moved to December 26. Senior advocate Siddharth Luthra, representing petitioners including Barabanki MP Tanuj Punia, questioned the urgency of the exercise when Assembly elections are not due until 2027.
For Kerala, senior advocate Kapil Sibal raised concerns that 25 lakh electors might be excluded from the draft list. He highlighted errors such as cases where "the husband is excluded and the wife included. When the authorities know of this, they delete the wife too." The SIR phase for enumeration in Kerala closes on December 18.
The Supreme Court has scheduled further hearings on January 6, 2026, after the winter break. During this, the ECI will respond to challenges against the SIR’s constitutionality. The last deadline extension was given on December 11.
A plea expressing worry over sharing citizens’ confidential data with volunteers during the enumeration phase was not entertained by the Court.
