Patrons and passenger groups along the Konkan coast in Karnataka, Goa, and Maharashtra are unhappy. They say the Railway Ministry is ignoring the need to improve railway infrastructure. The Konkan Railway Corporation (KRCL) has not received funding for capital expenses. Also, the Ministry has not worked to merge KRCL with Indian Railways. On December 17, the Karnataka government told its Legislative Assembly that the Railway Ministry had failed to offer better exit options for the state from KRCL, despite many reminders. The Ministry wants states to either fund KRCL's ₹9,158 crore capital expenses or give up their stakes. Karnataka asked for better exit solutions but got no response. Ganesh Puthran, President of Kundapura Railway Prayanikara Samithi, said the Ministry’s silence seems intentional. While Indian Railways has doubled tracks on almost every important route, KRCL’s 749-km line is still single-track after 30 years. Ashiwn Kenkare, a railway activist from Maharashtra, asked, "Why would State Governments fund capital expenditure of KRCL? Does the Union Government give any return on States’ investment, or exclusive rights to decide train timings and stoppages?" Another activist from Maharashtra, Akshay Mahapady, said that the fight between the Centre and states hurts the Konkan region’s rail development. Gautam Shetty from Kundapura Samithi said Karnataka sent many reminders to the Railway Ministry in the last year. Even MP Kota Srinivas Poojary met the Railway Board Chairperson to seek answers. But the Ministry did not respond. Railway Minister Ashwini Vaishnaw told Lok Sabha that KRCL would merge with Indian Railways if states exit. But the Ministry stays silent when states want exit options, said Shetty. Rajeev Gaonkar from Uttara Kannada Railway Association said KRCL is mainly a construction company, not fit to run railway services. He accused KRCL of focusing on the Roha-Madgaon stretch while ignoring Karwar-Thokur in Karnataka. The west coast’s railway infrastructure remains poor, as states and the Railway Ministry struggle on funding and control.
