The Supreme Court on Friday (December 19, 2025) refused to halt the CBI probe against suspended Punjab Police DIG Harcharan Singh Bhullar. The case involves two FIRs related to disproportionate assets. A bench of Chief Justice Surya Kant and justices Joymalya Bagchi and Vipul M. Pancholi noted that the Punjab and Haryana High Court is already handling a similar plea. Bhullar had challenged the high court’s December 4 order, which denied a stay on the CBI investigation and set the next hearing for January. When Bhullar's lawyer asked for early interim relief, Chief Justice Kant replied, "It's better, we don't open our mouths. Don't invite harsh observations from us." Bhullar's lawyer argued the CBI acted without proper jurisdiction because Punjab withdrew its consent under the Delhi Special Police Establishment Act. He said, "CBI has surreptitiously entered Punjab and circumvented section 6 of the DSPE Act." The Solicitor General, Tushar Mehta, representing the CBI, said Bhullar was denied regular bail. The bench was not willing to interfere with the high court proceedings and seemed ready to dismiss Bhullar’s petition. Bhullar’s lawyer then withdrew the petition to pursue the case in the high court. The top court disposed of the matter. On October 16, the CBI arrested Bhullar and another accused in a corruption case involving an Rs 8 lakh bribe. Officials recovered around ₹5 crore in cash, 1.5 kg jewellery, luxury vehicle keys, 22 luxury watches, firearms including a double-barrel gun, and more during a raid at Bhullar's Mohali residence. Bhullar was arrested following a complaint from a scrap dealer accusing him of demanding monthly payments to settle a 2023 FIR. Bhullar was appointed DIG of the Ropar Range in November 2024, covering Mohali, Rupnagar and Fatehgarh Sahib districts. He is the son of former Punjab DGP M.S. Bhullar. He has served as DIG in Patiala Range, headed the vigilance bureau, and led investigations including one against Shiromani Akali Dal leader Bikram Singh Majithia. Bhullar was active in Punjab’s anti-drug campaign Yudh Nashian Virudh.
