The government is set to launch a nationwide campaign soon to promote the Viksit Bharat Guarantee for Rozgar and Ajeevika Mission (Gramin) (VB-G RAM G) scheme passed by Parliament. This new law will replace the Mahatma Gandhi National Rural Employment Guarantee Act (MGNREGA), which was introduced in 2005 by the UPA-I government. The Congress Working Committee will meet on December 27 to discuss the plan to replace MGNREGA with VB-G RAM G. The Congress party is preparing a campaign to raise concerns about the change. The government says the new law guarantees 125 days of wage work per year to every rural household whose adults volunteer for unskilled manual labor. It aims to empower rural citizens and promote growth. According to the government, "The Bill provides for institutionalising convergence of all relevant schemes through a unified planning process anchored in Viksit Gram Panchayat Plans, aggregated into Viksit Bharat National Rural Infrastructure Stack. The Bill provides for robust transparency and accountability mechanisms through technology-enabled architecture and enforcement via legal and administrative provisions." All projects under the scheme will be included in the Viksit Bharat National Rural Infrastructure Stack, focusing on water security, rural infrastructure, livelihood-related projects, and disaster preparedness. Viksit Gram Panchayat Plans will be coordinated at block, district, and State levels to align with wider priorities. These will use spatial technology and be integrated with PM Gati Shakti. States can declare up to 60 days annually when work will pause, helping keep farm labor available for peak sowing and harvesting. The scheme will run as a Centrally Sponsored Scheme. The fund sharing will be 90:10 for North-Eastern and Himalayan regions and 60:40 for other States. The law also includes unemployment allowance if jobs are not provided within 15 days, paid by State governments.
