Kerala Seeks Two-Week Extension for Voter List Submission to Save 25 Lakh Voters

The Kerala government has asked the Election Commission of India (EC) to extend the deadline for submitting voter forms under the Special Intensive Revision (SIR) of electoral rolls by at least two weeks. They warn that around 25 lakh people could be excluded if the current deadline stands. Chief Secretary A. Jayathilak wrote to Chief Election Commissioner Gyanesh Kumar before the draft SIR rolls publication. The government said many voters might miss out in the draft rolls, set to be published on Tuesday.
The letter said election officials have not given forms to all 2.78 crore voters listed after the 2025 Special Summary Revision. Authorities also have not shared details of undistributed forms or informed political parties, the government noted. Kerala has asked the EC to share information about the undistributed forms and 'unmapped' voters by booth and constituency.
The government highlighted that even some voters who voted in the 2021 Assembly polls are missing. This includes Thiruvalla MLA Mathew T. Thomas, former MLA Rajaji Mathew Thomas, and ex-State Police Chief Raman Srivastava with his family.
Kerala pointed out a surprisingly high number of voter forms marked 'uncollectable.' For example, at Polling Station No. 138 in Thiruvananthapuram, 704 voters are listed as 'Absent, Shifted, Dead' (ASD). This is strange since the total voters there are less than 1200. The state feels other stations may have similar issues and asks the EC to investigate.
The government also noted the EC closed form updates on December 19 despite these problems. Political parties in Kerala and the Supreme Court have asked the EC to consider extending the deadline.
"An electoral roll that is free of flaws is a fundamental requirement for the conduct of free and fair elections," said the Kerala government. They stressed that the deadline should be extended by at least two weeks to fix errors and include all eligible voters.
