Israel's NGO Registration Rules Threaten Gaza Aid Operations

Israel has introduced new registration rules for international non-governmental organisations (INGOs) operating in the occupied West Bank and Gaza Strip. NGOs not registered by December 31 will have to close their operations in Israel within 60 days. This could disrupt vital healthcare and life-saving services in Gaza.
Save the Children said its registration application was not approved and it is "pursuing all available avenues to have this decision reconsidered." Médecins Sans Frontières (MSF), which runs hospitals in Gaza, is still waiting for approval. MSF warned that losing NGO access would be a disaster for Palestinians, as Gaza's health system is already severely damaged.
Israel's ministry of diaspora affairs said the departure of "rogue organisations" would not affect aid delivery. So far, 14 of about 100 applications were rejected, 21 approved, and the rest under review.
The new registration system bans NGOs that deny Israel's Jewish and democratic nature, deny the Holocaust or recent Hamas attacks, support armed struggle against Israel, promote boycott campaigns, or seek to prosecute Israeli security forces abroad.
The UN Humanitarian Country Team warned that these rules "fundamentally jeopardise" humanitarian operations. They stressed that INGOs currently run most of Gaza’s hospitals, emergency shelters, water services and nutrition centres. Forced closure could shut down one in three health facilities, putting Palestinian lives at risk, especially in winter.
The team said the UN cannot replace the work of registered INGOs. They called on Israel to honor its international law obligation to supply Gaza adequately.
Save the Children confirmed it was informed weeks ago that its application was denied and is now appealing in Israeli courts. Meanwhile, MSF called on Israel to allow NGOs to continue their neutral humanitarian work.
An Israeli official told the BBC that the registration deadline was extended twice and there has been plenty of time to apply. He denied claims of mass rejections and insisted aid would continue uninterrupted. He called groups that failed registration "rogue organisations" aiming to harm Israel under the cover of humanitarian work.
