Over 30% Voters Deleted in Matua-Dominated West Bengal Seats During Electoral Roll Revision

An analysis by the Kolkata-based Sabar Institute reveals a major deletion of voters in 15 Assembly constituencies with a majority Matua population in West Bengal during the Special Intensive Revision (SIR) of electoral rolls. On average, 33.95% of deleted voters were listed as permanently shifted, and 21.56% as untraceable or absent.
These constituencies are in North 24 Parganas and Nadia districts. The highest deletions due to untraceable voters occurred in Krishnaganj with 42.11%, followed by Ranaghat Uttar Purba at 34.56%, both in Nadia district. For permanently shifted voters, Bangaon Dakshin saw 41.76% deletions, and Swarupnagar 38.46%, both in North 24 Parganas.
Sabir Ahamed of the Sabar Institute said, "The dominant political narrative is that electoral rolls are being filled with Rohingya and Bangladeshi names, however, our study reveals a completely different reality. Matuas are vulnerable social groups, despite residing here for years, remain excluded from the rolls. The political promise of granting them citizenship continues to be elusive."
Ashin Chakraborty, co-analyst, added, "The Matua community was one of the most affected groups in the SIR process. In constituencies like Krishnaganj, ‘untraceable/absent’ is the main reason for deletion, which is uncommon elsewhere. This is a serious issue needing urgent attention, as Matuas are already marginalized socially and economically."
A surname analysis showed that people with the Biswas surname had the highest deletions at 20.79%, followed by Mondal at 17.83% and Das at 10.78%. All are common Matua surnames.
Matuas, mostly Namashudras who migrated from Bangladesh, fear exclusion from electoral rolls due to a lack of legacy data. This has led many to apply for citizenship under the Citizenship (Amendment) Act 2019.
BJP MP and Matua leader Shantanu Thakur criticized the deletions, saying, "If 50 lakh Rohingya, Bangladeshi Muslims and Pakistani Muslims are removed in SIR, while one lakh of our own people are required to stop voting for a while, where are we gaining more?" This remark has drawn criticism from political rivals.
The voter deletions during the 2025 SIR have raised serious concerns about the political inclusion and rights of the Matua community in West Bengal.
