Uttar Pradesh draft electoral roll lists 12.55 crore voters after 2.89 crore deletions
December 28, 2025
The draft electoral roll in Uttar Pradesh will be published on December 31, 2025. It lists about 12.55 crore voters. Around 2.89 crore names were deleted from the pre-Special Intensive Revision (SIR) voter list. These deleted voters can contest the removal starting January 1 by applying with Form 6, said Chief Electoral Officer Navdeep Rinwa. The SIR process began on November 4 and ended on December 26 with the theme 'Shuddh Nirvachak Namavali - Majboot Loktantra' (Clean Electoral Roll - Strong Democracy). About 1 crore voters are currently in the "unmapped" category. They will receive notices to provide self-attested documents from the Election Commission of India's mandated list to become "mapped" voters. The 2.89 crore deletions, roughly 18.7% of the earlier 15.44 crore voters, happened due to death, change of address, or enrollment elsewhere. Most deletions occurred in major cities like Lucknow, Ghaziabad, Prayagraj, and Kanpur. Voters missing or untraceable must prove their inclusion in the 2003 SIR list or submit ECI-approved documents. From January 1 to 31, objections against names in the draft can be filed via Form 7. Valid objections may result in removal from the list. Unmapped voters who do not supply documents like birth certificates or school certificates might be excluded from the final roll. Over 91% of voters in the draft are mapped. Notices will continue being sent to unmapped voters through February 2026. Less than 8 lakh people did not return their forms and were deleted, as per CEO Rinwa. This revision has sparked political disputes. Opposition parties, mainly Samajwadi Party and Congress, allege the process favors the BJP. BJP denies this, calling opposition claims "bogus" and aimed at protecting "ghuspaithiyas (intruders)."
