APERC Approves ₹4,498 Crore Net True-Up Charges; DISCOMs to Claim From Govt

The Andhra Pradesh Electricity Regulatory Commission (APERC) approved ₹4,498 crore as net true-up charges for retail supply business proposed by the DISCOMs for FY 2019-20 to FY 2023-24. APERC directed the DISCOMs to claim this amount from the government, not from consumers. The commission said the government promised to pay these charges to avoid burdening electricity users.
Initially, the three DISCOMs proposed true-up charges of ₹5,933 crore. After adjusting ₹1,435 crore based on previous commission orders, the net amount became ₹4,498 crore. The original filing included ₹12,771 crore, covering carrying costs of ₹4,149 crore and other expenses like bill discounting and bad debts totalling ₹3,906 crore.
APERC disallowed ₹8,274 crore in carrying costs and additional expenses from being charged to consumers. As a result, only ₹4,498 crore remains to be recovered, which the DISCOMs must claim from the state government. This move ensures that consumers will not face a hike in electricity charges.
Also, Andhra Pradesh DISCOMs will refund ₹924 crore in 'true-down' charges to retail consumers as part of the regulatory process.
