India Plans Major Education Reforms: AI, Open Schooling Expansion & Job-Ready Technical Standards

The Union Government of India is set to introduce sweeping reforms in education through the Viksit Bharat Shiksha Adhishthan Bill (VBSA), 2025. Announced by Education Ministry officials on January 2, 2026, these reforms focus on modernising technical education, encouraging artificial intelligence (AI) in teaching, and expanding open schooling.
A senior ministry official said, "There is a need to ensure that standards for technical education are set with a focus on centering it around equipping students with the skills to acquire jobs and start entrepreneurships. Similarly, in teacher education, artificial intelligence is something that must be accounted for."
The VBSA Bill aims to overhaul higher education regulation and will also take over the functions of the National Council for Teacher Education. After facing opposition objections during the 2025 Winter Session of Parliament, the government proposed sending the Bill to a joint parliamentary committee, which is yet to be formed. Officials hope to pass the Bill by the end of this year's Budget Session.
In addition to technical education and AI, the government plans to "expand and liberalise" the National Institute for Open Schooling (NIOS) system. Currently, open schooling requires institutions to be linked to schools to offer courses. The ministry is discussing allowing other institutions, such as Industrial Training Institutes (ITIs), to offer open schooling programs.
One official noted, "Opening these pathways up is something that is being discussed," and said this expansion could significantly reduce school dropout rates.
NIOS provides open basic education for learners above 14 years old, including certifications equivalent to Classes 3, 5, and 8, as well as secondary, senior secondary, vocational, and "life-enrichment" programs.
These reforms signal a shift toward more flexible, technology-driven education aimed at improving job readiness and entrepreneurship skills among Indian students.
