Jammu Bars Couriers From Carrying Narcotics Without Permits, Orders Police Checks

Jammu District Magistrate Rakesh Minhas has banned all courier and parcel services in Jammu from carrying narcotic drugs, psychotropic substances, or other contraband without a valid transport permit. The order, issued on January 3, 2026, cites Section 163 of the Bharatiya Nagarik Suraksha Sanhita and the NDPS Act. The directive requires courier companies to verify the identity of consignors and consignees with government-issued IDs. Detailed records of consignments must be kept, including sender and receiver details, parcel description, weight, booking date, and payment transactions. All employees such as delivery staff, loaders, and booking clerks must be police-verified, with registers maintained and staff trained to spot suspicious parcels. The District Magistrate warned that violators, including company owners and employees, will face prosecution under NDPS, BNSS, and related laws. Penalties include seizure of consignments, license cancellation, fines, and criminal charges. The Senior Superintendent of Police has been tasked with strict enforcement and inspections. The order is effective immediately and will last for eight weeks unless extended or withdrawn. It also warns that any violation will lead to legal action under Section 223 of the Bharatiya Nyaya Sanhita for disobedience to lawful orders.
