DoT Orders WhatsApp, Telegram Use With Active SIMs After Terrorists Used Ghost SIMs in Red Fort Blast

Officials revealed that doctors linked to the November 10 Red Fort blast in Delhi used ghost SIM cards and encrypted apps to communicate with Pakistan-based handlers. This sophisticated terror 'dual-phone' system involved one clean phone for daily use and another used for WhatsApp and Telegram to coordinate attacks. These ghost SIMs were registered using fake or stolen Aadhaar details. This probe inspired the Department of Telecommunications (DoT) to issue a November 28 directive. It mandates that all app-based communication services like WhatsApp, Telegram, and Signal must work only if an active, physical SIM card is present in the device. Without an active SIM, users must be automatically logged out. This rule aims to stop terror networks from exploiting digital tools to plot attacks and cyber fraud from across the border. The Jammu and Kashmir police uncovered a wider racket issuing SIMs via fake Aadhaar cards, worsening the problem. The DoT invoked the 2023 Telecommunications Act and Cyber Security Rules to safeguard telecom integrity. Operators must submit compliance reports, with strict penalties for violations. The directive is being fast-tracked in Jammu and Kashmir to dismantle terror digital infrastructure. The terror module came to light starting October 18-19, 2025, with JeM posters appearing in Srinagar. Police arrested two doctors from Al Falah University in Haryana, seizing 2,900 kg of explosive materials. The Red Fort car explosion killed 15 people and is investigated by the National Investigation Agency.
