Tamil Nadu Loosens OSR Land Rules for Institutional and Industrial Developments

Tamil Nadu government has eased rules for lands set aside as Open Space Reservation (OSR) for community recreation. New amendments to the Tamil Nadu Combined Development and Building Rules, 2019 state that OSR land in institutional and industrial developments no longer has to touch a public road. Instead, these plots can connect via internal roads or pathways.
Moreover, owners of such lands are not required to gift them to local bodies. Instead, they will maintain the recreational spaces themselves but under city or town supervision. "It shall also not be mandatory for such land to abut a public road provided that adequate and safe access is ensured by proper spatial planning through internal roads, pathways, or other means," the amended Rule 41 says.
Earlier, in January 2020, the government had already eased the rule requiring OSR lands to abut a public road. The current December amendment further relaxes the norms, giving more flexibility to developers and owners.
These changes aim to simplify the handling of OSR lands while ensuring they serve community recreational purposes under monitored care.
