Indian Mother Dhara Shah Fights German Foster Care for Daughter; PM Modi Intervenes

Dhara Shah’s fight to reunite with her daughter Ariha is ongoing in Germany. Ariha, 4-and-a-half years old, has lived in foster care since infancy. Abuse claims against her parents were dismissed early 2022, but German authorities still took custody for alleged neglect. The child has been moved through five foster homes and is now in a distant village near Berlin.
Dhara, from Gujarat, has learned German over three years to speak with Ariha during their two monthly supervised visits. Her husband Bhavesh does not speak German, so Dhara acts as translator. The couple moved to Berlin in 2018. Ariha was born in 2021 but taken into care seven months later.
Ariha’s aunt Kinjal Shah said, “Even after the abuse charges were proved false, custody was not restored. On grounds of alleged negligence, their parental rights were terminated.” The family also faces financial struggles, recently receiving bills totaling ₹36 lakh for foster care and legal costs.
Prime Minister Narendra Modi raised Ariha’s case with German Chancellor Friedrich Merz during their meeting in Ahmedabad. Foreign Secretary Vikram Misri said, “PM Modi mentioned this to the German Chancellor. We will continue to follow up with the German Government and stay with the family at every step.”
The family remains hopeful for Ariha’s return but fears ongoing separation will harm her future. Ariha only speaks German, losing much of her Indian cultural identity during these years away from her parents. The case continues under close watch by Indian authorities.
