US Launches Second Phase of Gaza Ceasefire with Palestinian Committee Plan

The US announced the start of the second phase of the Gaza ceasefire, introducing plans for a Palestinian technocrats committee to run Gaza temporarily. Steve Witkoff, Donald Trump’s special envoy, shared this update on social media. However, no names or full details about the "national committee for the administration of Gaza" were revealed. The committee will only start once a "peace board" led by Trump is set up, which is still pending. Witkoff said the second phase aims at "full demilitarization and reconstruction of Gaza," focusing on taking weapons from unauthorized groups.
The first phase began on 10 October with an exchange of hostages between Israel and Hamas, followed by Israeli forces pulling back to a yellow truce line, mostly controlling Gaza. Bombing has lessened but not stopped. Around 450 Palestinians have died since the ceasefire started. Disarming Hamas remains unresolved.
Groups of Israeli former hostages and families urged the US not to move ahead with phase two until all hostage remains, including Ran Gvili’s, are returned by Hamas. Hamas says it has not located Gvili’s body. Witkoff warned, "The US expects Hamas to comply fully with its obligations, including the immediate return of the final deceased hostage. Failure to do so will bring serious consequences."
Earlier, Egyptian Foreign Minister Badr Abdelatty announced all 15 members of the committee were agreed upon. The group, expected to be mainly technocrats, will manage daily life and essential services in Gaza. Some members may have Fatah ties. Potential leaders include Ali Shaath and Majed Abu Ramadan. The committee will report to Nickolay Mladenov, a respected UN diplomat, who will in turn report to Trump’s peace board, soon to be announced.
Talks in Cairo also covered the further Israeli withdrawal, reopening the Rafah crossing from Egypt to Gaza, and allowing aid supplies stored in Egypt to enter Gaza. The plan aims to boost aid and goods flow to the region.
