Kuwait has launched a new digital exit permit system that lets one permit cover multiple trips abroad. The Public Authority for Manpower (PAM) introduced this move to simplify travel for workers and reduce paperwork. Before this, employees needed a separate permit for every trip. Now, a single approved permit works for several journeys during a set period. The system is fully digital and connects with the Ministry of Interior. Once a permit is approved, the information is sent automatically to the authorities. Employers and workers can print the permit anytime. Employers can also grant automatic pre-approval for exit permits. They can apply this to one worker, a group, or all workers under a license. They can exclude certain individuals if needed. Employers control the pre-approvals and can change or cancel them anytime. To apply, users log in to the “Ashal” portal or use the “Sahel Business/Individuals” app. They select single or multiple trip permits, enter travel dates, and submit. The system gives a transaction number and shows the application status immediately. For pre-approval, employers select workers from the list and add them. This new exit permit eases travel for workers and lessens administrative work for employers. It is part of Kuwait’s push to modernize labour services and speed up government processes. The system offers faster permit approvals, smoother workflows, and makes worker travel simpler and more flexible.
