Tamil Nadu Bans Manual Patta Processing, Mandates Online Transfer System

The Director of Survey and Settlement (DOSS) has ordered all Collectors and Assistant Directors of Survey and Land Records (ADSLRs) to stop using manual note files. Manual approvals of sub-division statements by Tahsildars are also banned. Instead, all land patta transfers, whether involving subdivision or not, must be done online using user logins. This rule applies to rural, urban, and natham formats statewide.
The circular states, "All the processing of OPT-ISD, NISD in Rural, Urban and Natham formats shall be electronically processed using user logins, and manual note file, sketch, sub-division statement need not be prepared by Survey and Revenue officials during the processing of OPT applications."
Since December, the Collabland and Tamil Nilam services for rural patta transfers are integrated across Tamil Nadu except in Chengalpattu, Kancheepuram, Ranipet, and Tiruvallur districts, where only some taluks are covered. The online patta transfer system operates fully for Rural, Urban, and Natham land records.
Village Administrative Officers (VAO) and Zonal Deputy Tahsildars (ZDT) handle cases without subdivision. Land involving subdivision is processed by firka surveyors, Tahsildars, and other officials.
Back in October 2015, the DOSS directed firka surveyors to prepare the subdivision sketch and draft statements digitally, eliminating the need for manual paperwork and approvals during patta transfer processing.
