Sweden Eyes Lowering Criminal Responsibility Age to 13 Amid Child Gang Rise

Sweden is set to lower the age of criminal responsibility from 15 to 13 for serious crimes. This step comes as gangs increasingly recruit children to commit violent acts without facing tough legal action. Justice Minister Gunnar Strommer called the situation an "emergency" and said stopping child involvement in gangs is a "crucial task". The new law will apply only to the worst crimes like murder, attempted murder, aggravated bombings, weapons offences, and rape. Some offenders as young as 13 could face prison.
Data shows crimes involving suspects under 15 have doubled in ten years. The government, which took charge in 2022, promised to fight organized crime. Prime Minister Ulf Kristersson said children are "ruthlessly exploited by criminal networks" and strong action is needed to protect victims and kids alike.
The bill, expected to be law by summer, faced opposition. Police warned it might push younger children toward gangs. Prison officials said the system isn't ready for such young inmates and detaining kids could violate their rights. Critics argue children need care, not punishment. Authorities are worried the bill is politically motivated ahead of September elections.
Strommer acknowledged the concerns but stressed urgency remains. The draft will soon be reviewed by Sweden's Council on Legislation before Parliament votes. Meanwhile, discussions continue on limiting social media access, as gangs use platforms to lure children.
