State Surveys Sanitary Napkin Machines, Incinerators in Schools to Boost Menstrual Hygiene

The General Education department has started a survey of sanitary napkin vending machines and incinerators in government schools across the State. This move aims to improve menstrual health facilities following the Supreme Court's ruling that menstrual hygiene is part of the Right to Life under Article 21. "Based on the survey findings, necessary funds will be allocated in the plan outlay for the next academic year," said N.S.K. Umesh, Director of General Education. He added that 203 schools were provided with incinerators in the 2025-2026 academic year. Several schools face problems in managing these machines due to poor maintenance and funding. K.V. Manoj, Principal of Government Higher Secondary School, Vaduvanchal, said, "Our challenge is not poor infrastructure but its management. In our school, menstrual cups, supplied by the Suchitwa Mission, are also distributed for free." On the other hand, Saji M., Principal of Government Vocational Higher Secondary School for Girls, Manacaud, said the vending machines and incinerators often stop working due to improper use and lack of funds to repair them. Some schools require students to pay coins to use vending machines, making it hard for many students to access sanitary napkins. A student from Government Higher Secondary School, Poomala, said, "In some schools, coins have to be deposited to dispense napkins, which is unaffordable for several students." Another student from Kendriya Vidyalaya Kalpetta added that when machines break down, students have to collect napkins from teachers. Some schools, like Government Girls Higher Secondary School, Cotton Hill, have six fully functional vending machines and also supply menstrual cups with parental permission. They also conduct awareness classes, said Principal Greeshma V. The survey results will guide fund allocation to enhance menstrual hygiene facilities in schools across the State.
