UK PM Starmer Slams Russian Attacks on Ukraine's Energy Sites as 'Particularly Depraved'
February 4, 2026
Russian attacks on Ukraine's energy sites late Monday, during freezing -20C temperatures, were called "barbaric" and "particularly depraved" by UK Prime Minister Sir Keir Starmer. Damage left over 1,000 buildings in Kyiv without heating and destroyed a power plant in Kharkiv. Many Ukrainians sheltered in metro stations, some even setting up tents to stay warm.
Starmer made these remarks after speaking to US President Donald Trump, who noted that Russian President Vladimir Putin "kept his word" during a one-week pause on attacks, though the ceasefire ended Sunday. Trump said, "It's a lot, you know, one week, we'll take anything, because it's really, really cold over there."
US envoys Steve Witkoff and Jared Kushner met Russian and Ukrainian negotiators in Abu Dhabi to discuss a peace deal. The hardest point is Russia's demand that Ukraine cede control of the remaining parts of the Donbas region.
Ukraine has repeatedly asked allies for more missiles due to shortages. NATO Secretary-General Mark Rutte visited Kyiv after the attacks and urged allies to "dig deep in their stockpiles" to supply Ukraine. Russia launched a full invasion in February 2022, with slow progress in eastern Ukraine since.
Meanwhile, Ukrainian authorities set up warming centers and imported generators to deal with power outages. The ongoing fighting and infrastructure damage continue to hit civilians hardest as cold weather deepens the crisis.
