Kerala Assembly Passes Budget Amid UDF Protests over Sabarimala Gold Theft
February 5, 2026
Kerala Speaker A.N. Shamseer ended Thursday's Legislative Assembly session in about 50 minutes. The Opposition Congress-led UDF protested loudly inside the House over the Sabarimala gold theft case. The Budget Session will resume on February 23, said the Speaker. During the Question Hour, starting at 9 a.m., UDF members gathered in the well, shouting slogans. Despite the chaos, the Kerala Appropriation Bill was introduced and passed without discussion.
The Assembly adopted a resolution urging the Union government to repeal the Viksit Bharat – Guarantee for Rozgar and Ajeevika Mission (Gramin) (VB-G RAM G) and to restore the Mahatma Gandhi National Rural Employment Guarantee Scheme (MGNREGS). General Education Minister V. Sivankutty gave an update on appointments of differently-abled persons in aided schools. The final batch of supplementary demands for grants in the 2025-2026 Budget was also passed.
Leader of the Opposition V.D. Satheesan announced plans to intensify protests. He accused the CPI(M) of trying to erase the gold theft case because its leaders fear jail. "The UDF has been pursuing its agitation seeking the resignation of the Devaswom Minister V.N. Vasavan and a stop to the pressure on the SIT by Chief Minister Pinarayi Vijayan and the Home department," he said. Satheesan warned that if accused get statutory bail, evidence might be destroyed. He added the SIT had yet to collect proper evidence in 90 days.
Satheesan mentioned UDF members had recently entered the Speaker's dais to "retrieve a banner" seized by staff. He stressed their protests were peaceful inside the House but would continue strongly outside.
Speaker Shamseer responded that the LDF government was ready to discuss the gold theft case, but the Opposition refused to give notice for it. He said UDF members rushed his dais like trying to topple a police barricade and tried to hit security staff with a banner pole. He criticized the Opposition for "belittling the Chair out in the street" and reminded them he has political experience.
Finance Minister K.N. Balagopal remarked that the Opposition challenged Kerala’s people by skipping Budget discussions. He stressed national issues like replacing MGNREGS with VB-G RAM G and a US trade deal affect lakhs of people and deserve debate. Balagopal accused UDF of insulting the Assembly through disruptions.
Local Self Government Minister M.B. Rajesh highlighted the High Court's satisfaction with the SIT investigation into the Sabarimala case. "The court has stated that the investigation is progressing in the right direction. What the UDF really intended was that the investigation should not lead to the real culprits," he said.
