The ₹57-lakh project to install a truss at the GCDA-built P&T apartment complex in Mundamveli has failed to attract any bidders, even after re-tendering. Funded under local MLA K.J. Maxy’s development fund, this delay has put 77 families in trouble. Almost all apartments leaked heavily during a recent heavy shower. Residents moved in January 2024, but the first rains in February caused widespread leaks. A three-member panel, including an IIT Madras expert, approved the truss installation after a structural stability check in August. The State government had also approved consultancy from IIT Madras to find design flaws and suggest fixes. However, Kochi Corporation engineers claim the GCDA has not issued a structural stability certificate yet, without which work cannot start. The GCDA denies this, saying the tender was floated only after issuing the certificate. Residents say troubles go beyond leaks. "Of six water tanks in two blocks, two are leaking heavily and four have scratches," said Abhilash P. Parameswaran, president of the P&T Apartment Owners Association. He added, "Small cracks in foundational pillars have widened. If the IIT Madras report warns about safety, the buildings should be rebuilt." Further works like compound wall and landscaping are also stalled, partly due to the Model Code of Conduct during local body elections. Last December, the association protested at the contractor’s home over stalled works causing septic tank blockages. At a District Collector meeting on February 5, the contractor said he won’t resume work without approval from MLA Maxy, as the project is funded by the MLA’s development fund. Mundamveli councillor K.J. Prakashan said the protest upset the contractor and urged residents to approach officials instead. The apartment owners’ association, rejecting all political parties, fielded Parameswaran as a candidate from Mundamveli. Residents feel this strained relations with MLA Maxy, who has avoided meetings on the complex’s problems. MLA Maxy could not be reached for comment.
