Karnataka High Court Refuses to Examine Orange Line Metro Route Change

The Karnataka High Court has refused to review a petition challenging the change in the Orange Line metro route. The new route runs between Kempapura in Hebbal and J.P. Nagar 4th phase via Nagarbhavi Circle. A Division Bench led by Chief Justice Vibhu Bakhru said, "We do not consider it apposite to entertain a public interest litigation for examining the route of a metro line. It is for the authorities concerned to determine the same." They added that route decisions must consider factors like commuter numbers.
The petition came from the Nagarbhavi Property Owners’ and Business Establishments’ Welfare Association. They opposed diverting the metro to pass through Nagarbhavi Circle, as the new path would cut over 600 trees and require demolition of homes and shops.
Although the court declined to interfere with the route, it noted the petitioner submitted a Rapid Environmental Impact Assessment report about possible ecological damage. The Bench asked the State government, the Centre, and Bangalore Metro Rail Corporation to seriously review this report.
The association wanted the metro to follow the original plan along Outer Ring Road from Dwaraka Nagar to Chowdeshwari Nagar, avoiding Nagarbhavi Circle and nearby layouts. The court’s decision means officials have the final say on the metro route, but environmental concerns remain under official review.
