Mizoram Health Minister Urges ABC Approach to Curb Rising HIV Cases in Northeast

Mizoram Health Minister Lalrinpuii stressed the importance of a behavioural approach to fight rising HIV cases in the Northeast. Speaking at the North-East Multimedia Campaign (Red Fest) in Aizawl on February 6, she urged renewed focus on the ABC approach – abstinence, being faithful to one partner, and correct and consistent condom use. She called this method the most effective way to prevent and control HIV transmission. "The ABC approach remains the core principle in our fight against HIV. Returning to these basics is essential to ensure a risk-free future for our youth," said Ms. Lalrinpuii.
The event was organised by the Mizoram State AIDS Control Society (MSACS) and the National AIDS Control Organisation (NACO) to raise HIV/AIDS awareness in the region. The Minister added, “The campaign aims to educate young people about HIV/AIDS, encourage healthy lifestyles and risk-free behaviour, ensure easier access to treatment for those affected, and eliminate stigma associated with the disease.”
Ms. Lalrinpuii expressed concern over the high HIV levels in the Northeast. She urged states to work together to stop the infection’s spread. "The Northeastern States continue to record the highest HIV prevalence in the country. With unity, sustained effort, and hope, controlling HIV/AIDS is an achievable goal," she said.
Chief Secretary Khilli Ram Meena noted discrimination still blocks people from getting tested and treated. "Collective responsibility and empathy are essential to building a society where people living with HIV can live with dignity and equal opportunity," he said.
Officials pointed out that Mizoram, Nagaland, and Manipur have HIV rates near or above 1%, making them the highest-burden states nationally. Mizoram leads with the highest adult HIV rate of 2.73%, compared to the national average of 0.20%. Despite this, new infections in Mizoram have steadily declined since 2018. The state improved its rank in the national HIV prevention chart, moving from fifth in 2024-25 to third in 2025-26.
