Sindh Launches Pilot Project to Automate Land Records for Farmers

Farmers in Sindh often struggle to get their agricultural land records quickly. These records pass through many hands at the provincial Board of Revenue (BoR), making the process slow, especially for small and medium-sized farmers. Despite scanning revenue records over the past decade, important procedures for land sale, mortgage, and farm credit remain manual and complex. Farmers still need to visit multiple officials like the Tapedar and Mukhtiarkar and often make several trips to complete paperwork. This delay affects their ability to get farm loans and manage land easily. The Sindh government gave a boost to digital services by setting up People’s Service Centres (PSCs) after 2008. However, PSCs do not handle key farming land services under one roof, limiting their usefulness to farmers. Punjab’s system is much faster, with a Land Records Authority handling digital land documents and bank loan paperwork efficiently. Sindh’s efforts began with help from Punjab IT Board but progressed slowly. Now, headed by the Sindh Information Technology Company (SITC), the province has launched a pilot project in Matiari and Sukkur districts to fully automate land records. This project, run with IBA Sukkur, plans to issue each farmer a password to directly access their land documents online. Officials want to spot and fix issues during this trial before expanding across Sindh’s 6,090 dehs and 138 talukas. The new system aims to simplify approval processes, reduce fraud, and help farmers secure agricultural loans faster. "The pilot project will enable BoR to see what kind of issues are emerging during the trial, which will be accordingly fixed to make the system safe and sound," a BoR official said. Farmers and officials hope this effort will cut delays, lower costs, and improve services that have long burdened Sindh's agricultural community.
