Karnataka High Court Allows No-Confidence Motions Against GP Presidents Anytime After 15 Months

The Karnataka High Court has clarified that there is no ban on moving no-confidence motions against presidents or vice-presidents of grama panchayats after the first 15 months of their term. The court said this applies even if the motion is moved close to the end of the elected body's term. Justice Suraj Govindaraj dismissed a petition filed by Srinivas, a GP president from Kolar district, who opposed a no-confidence motion against him with only two months left in the council's term. The term started in February 2021 and ends in February 2026. The Assistant Commissioner of Kolar issued the notice for the motion on December 20, 2025, after some members made allegations against Srinivas. The court observed, "Permitting a motion of no confidence even towards the end of the term ensures that an elected office-bearer does not misuse the remaining tenure for any improper or extraneous purposes." Justice Govindaraj added, "The legislative intent is clear that while stability is ensured during the initial period, elected representatives must remain accountable throughout the term."
