A Hong Kong businessman and his company are in legal trouble for offering surrogacy services overseas and advertising them locally, actions that are banned under Hong Kong law. Alfred Siu Wing-fung, 70, director of Harcourt, faced the Eastern Court on Monday. He is charged with taking part in and receiving payment for a surrogacy arrangement from March 11 to April 25 last year. The law, Human Reproductive Technology Ordinance, forbids surrogacy and its promotion for commercial use in Hong Kong. Alongside Siu, the company and its manager, Lin Siu-fong, 43, face the same charges. They allegedly collected HK$10,000 (around US$1,280) at their Central office to arrange the surrogacy. Police posed as customers to collect evidence and arrested 10 people linked to the service. The South China Morning Post confirmed these charges relate to the previous arrests.
