Kochi Corporation Eyes New Agency for Loss-Making Ro-Ro Vessel Operations

The Kochi Corporation is looking for a new agency to operate its ro-ro vessels. Currently, Kerala Shipping and Inland Navigation Corporation (KSINC) runs the service but has been making losses since the start six years ago. With a third vessel joining soon, costs and losses are expected to rise.
Mayor V.K. Minimol said, "Ro-Ro services have been a drain on Corporation resources since their launch as they have been reporting huge losses. We are looking for a new agency, including the possibility of roping in KMRL, to hand over their operations."
The Corporation is reviewing a ₹4.50 crore estimate from Cochin Shipyard Limited for annual vessel dry dock maintenance and is negotiating to reduce the cost. Earlier, the agreement with KSINC was renewed yearly and extended till a special purpose vehicle is formed. A tripartite agreement with Kochi Corporation, KSINC, and Cochin Port Authority has seen little progress.
KSINC blames losses on unchanged fares since the old jhankar services despite fuel prices nearly doubling. A source said, "While the jhankar consumed about 100 litres of fuel a day, ro-ro consumes around 350 litres. The fuel cost has risen from ₹52 a litre at the time of the launch to ₹96 now, yet user charges have not been increased by even a rupee. Moreover, most components of Ro-Ro vessels are imported and hence costly."
Some councillors raised concerns about long lunch breaks taken by ro-ro staff during peak hours, but KSINC says these claims are false. They explained that only 45-minute breaks are taken alternately, ensuring constant vessel operation. Twenty staff work on two vessels.
Ro-ro fares are ₹3 for passengers, ₹10 for two-wheelers, ₹40–₹50 for small cars, and ₹55–₹65 for larger vehicles. Each ro-ro vessel runs at least 60 trips daily, with one operation from 6 a.m. to 8 a.m. and the other from 8 a.m. to 10 p.m.
