Uttar Pradesh Finance Minister Suresh Khanna presented the ₹9.13 lakh crore budget for the financial year 2026-27 on February 11, 2026. The total outlay is ₹9,12,696.35 crore, a 12.2% increase from last year. Capital expenditure is targeted at 19.5%. The fiscal deficit is capped at 3%, following the 16th Central Finance Commission's recommendations, until 2030-31. "The allocations for education and health are 12.4% and 6% of the total budget, respectively," said Mr. Khanna. Agriculture and allied services get 9%. The minister stressed the importance of skill development and job creation for youth. Training centres will be expanded and new ones established, including women-only centres, with private sector participation via public-private partnerships. An agri-export hub backed by the World Bank will boost farm exports and farmers' income. To simplify business, the government will follow the “Jan Vishwas” principle for easier registration and licensing. A Digital Entrepreneurship Scheme will promote tech-based enterprises. Mr. Khanna quoted CM Yogi Adityanath: "Yahi junoon, yahi khwab mera hai, diya jalakar roshni kar doon jahan andhera hai" – reflecting the drive for development. He praised Prime Minister Narendra Modi for including two high-speed rail corridors — Delhi-Varanasi and Varanasi-Siliguri — in the Union Budget, along with developing cultural sites Sarnath and Hastinapur. Other planned benefits include emergency centres in district hospitals, hostels for girl students, and training for 10,000 tourist guides. Mr. Khanna also lauded the Centre’s move to cut prices of diabetes and cancer medicines, calling it "highly commendable."
