Hong Kong is thinking of letting more junior secondary pupils use English for lessons. Education Secretary Christine Choi Yuk-lin highlighted improvements like better teachers and digital education as reasons for this shift. Currently, schools allow only the top 40% of students to learn in English. The policy lets schools pick teaching language if students meet criteria or teach English in up to two subjects over six years. Schools fully teaching in English are seen as elite and highly popular. Choi also warned that public schools might face more budget cuts in the next two years as the government tightens spending. Speaking at a press event, she said, "We have implemented many different support measures like digital education. In fact, there is no big difference in the language environment and teachers’ qualifications [among schools]," suggesting the policy might be too strict and could be eased.
