Orissa High Court Orders State to Complete Ratna Bhandar Inventory Tally in 3 Months

The Orissa High Court has ordered the State Government to complete the tally of the fresh Ratna Bhandar inventory with the 1978 inventory report within the next three months. Ratna Bhandar is the treasury of the famous Shree Jagannath Temple in Puri. In 1978, inventories showed over 1.2 quintals of gold and 2.2 quintals of silver in the treasury.
The treasury has faced issues over the years, including a ruinous condition and missing keys. The government, reluctant to open the treasury earlier, formed a High Level Committee after the BJP took power. Led by Justice Biswanath Rath, the committee prepared a new Standard Operating Procedure. The treasury was opened on July 14, 2024, and valuables shifted temporarily to help the Archaeological Survey of India repair the treasury buildings.
The Division Bench of Orissa High Court, headed by Chief Justice Harish Tandon, recently gave the order on January 27, 2026. They stressed no delay should be shown in the tallying process and said, "We trust and hope that the State shall show alacrity in this regard."
The Court also said the 1978 inventory should serve as the benchmark to check if all valuables are accounted for. They demanded the report on the missing treasury keys be placed in the State Assembly during the next session so a decision could be made promptly. The inquiry report relates to the missing or misplaced keys and must not be ignored, the judges said.
Meanwhile, the Archaeological Survey of India has already completed repair and conservation work of both Ratna Bhandar buildings, securing this historic treasure's future.
